The following letter has been sent to all NSB and Trumpeter Swan Estates POA members.
Annual North Swan Beach Property Owners Association Dues are now due and payable by 04/01/19 for the 2019 calendar year. Dues are $50.00 per year per LOT, not per home. Please review your Real Estate contract. Listed in your contract is Pro rations and Adjustments on Line 7. POA dues of $50.00 per year are disclosed on this line. Additionally, this letter will serve as notice of our annual meeting to be held on July 7 2019, 11 am at the Carova Beach Volunteer Fire Station, 2169 Ocean Pearl Road in Carova.
The NSB POA has been in existence since the area began and exists primarily for the maintaining of our private roads. Although the POA was idle for some years, it was reactivated approximately seven years ago. In 2014 the POA began a road project. Initially, the POA paid $14,000.00 to have the roads repaired. Hence, we have entered into an annual contract to maintain our roads. Since 2014 our roads have been arguably the BEST in the entire 4×4 area.
This past August brought over 12 inches of rain to our area. This excessive amount of rain made several of our roads impassable. Our County Commissioner, Bob White, informed us that since our roads were private, that we were not in a “service district”, and that there was no emergency in NSB, the county would not pump our roads. With the help of a county rep we were able to acquire the necessary permit to begin pumpings. Our road contractor, EZ Equipment, pumped our lowest area for about 26 hours. We were charged $175.00 per hour. This is a bargain, considering the County paid $800.00 per hour for their contractor. Hence, our “rainy day” fund has been depleted.
At the next annual meeting I intend to ask the Board to hire a legal service to collect unpaid dues. I will suggest that an amnesty period be set for property owners to pay their delinquent dues back to 2014. After the amnesty period, lack of payment could result in a lien being placed on the properties that are delinquent.
